We must develop policies and basis for inclusive and quality education that challenges the differences, deepen ties and allow greater social and educational equality for all students. A learning environment must provide interactive worlds that enable students to develop processes of interaction between individuals without discrimination, the environment shaped by the evolution of information technology and new tools consisting in some cases produce positive or negative impacts on the other components. An essential component in higher education is the knowledge, acceptance and use of "TIC" is an essential element in the learning process today which has two main objectives; demonstrate the educational value to the inclusion of people with disabilities and state agencies demonstrate the importance of investing in this new alternative to create change through these new tools.
