Climate change has meant for several decades an incipient problem in the international relations agenda; This problem, understood as “any change that occurs in the climate over time as a result of natural variability or human activities and whose most obvious manifestation occurs with global warming. (Semarnat, 2009). This phenomenon began to take importance, proper, from the 1972 Stockholm Conference in which periodic global conventions and the incorporation of environmental management were agreed on behalf of the State, and subsequently, with the first World Climate Conference which was made in 1979 in Geneva. Starting from the fact that climate change is considered a problem of interest in the international system, certain specific aspects that this phenomenon acquires at a regional level must be considered, emerging the unknown basis of this paper, How regional international cooperation is a strategy to face Climate change in Latin America? However, taking into account the social, political and environmental characteristics of Latin American countries, an effective strategy to implement to address the problem of climate change is regional international cooperation; therefore, regional agreements on global ones are suggested, taking into account that the cohesive characteristics of the countries of the region facilitate the proposition and attainment of attainable objectives at the level of the management of cooperation projects in the Latin American system and its respective intergovernmental agencies, without this option being excluded from the sponsorship of an NGO or external country, as is the case of interregional cooperation. To develop this thesis based on the Latin American example, the following sub-themes of the study are proposed, first of all, climate change must be taken into account as a negative externality, which affects the system in general, as a second point, the particularities of regional cooperation and its impact on Latin America, finally, the best strategies and programs to be implemented in the region are studied, taking into account the challenge of sustainable development proposed in the Sustainable Development
