Change management models have been studied and applied in various types of organizations obtaining positive results, although in other cases, they have not been so favorable; the results are mostly reflected in the economic optimizations of a company, however, there is no documented evidence of the experiences reached by a Civil Aviation Authority when it makes large-scale modifications to the aeronautical regulations in a specific country, having a direct impact on different sectors within the aviation industry. With the globalization and an operational safety concept, the International Civil Aviation Organization (ICAO) requires from all of its signatory States to establish standarized rules and regulations aimed at reducing the risk of accidents and incidents in aviation. The technical personnel involved with the operation and/or maintenance of aircraft are a fundamental component on the day to day operation of civil aviation. They are licensed by the different aeronautical authorities around the world, allowing them to act or work in the aeronautical environment. In order to get a license, they must show that they have received instruction and training from an accredited school approved by the Civil Aviation Authority. Accordingly, after consulting with experts in the certification of Instruction and Training Centers, this research project is aimed at discovering if the change management model selected would be fit for the application of the new aeronautical regulations such as RAC 141, 142 and 147, and at finding which are the benefits that could be maintained over time, or whether this model can be applied in other processes of regulatory transitioness within the Civil Aviation Authority in Colombia or, if it could be applied in any other state in Latin America. Therefore, through this qualitative, descriptive and exploratory research, it was possible to determine that, the Kotter's 8-Step Change Model would be the most favorable for instruction and training centers certified by the Civil Aviation Authority and for the implementation of RAC 141, 142 and 147, given that, this is a structured model based on planning and a concept parallel to ICAO’s Safety Management System used in aviation and which has been implemented by the industry for many years. In addition, this project acknowledges that the greatest challenge that any organization can have when managing a change is the rejection of the unknown or the "new" by all those involved. Therefore, senior management must first know the change, comprise and assimilate well, in order to be able to transmit it to their collaborators and to a particular industry, and invest a large part of their time and efforts in socialization and out-reach awareness campaigns on what is to come, to be able to assume it independently and together.
