dc.description	The theme of this document is part of the political and legal history of the 20th century upon which has existed in Colombia a pact of silence. Maneuver that has been tacitly on some matters but frankly cynical in such serious aspects as it is the assumption of responsibility for the outbreak of the civil war and violations of the rights to life and the liberty of thousands of Colombians. Something similar to the situation in Spain with the offenses committed with the coup of Franco during the civil war and subsequent dictatorship. The approach chosen does not conform to the official version of history; however, it is not an artificial or contrived issue as there are enough objective data to confirm the relationship between the Franco dictatorship and Colombian governments of the time.	en-US
dc.description	El tema de este trabajo hace parte de la historia política y jurídica del siglo XX sobre la que ha existido en Colombia un pacto de silencio. Maniobra que ha sido tácita en algunas cuestiones, pero francamente cínica en aspectos tan graves como lo es la asunción de responsabilidades en el desencadenamiento de la guerra civil y en las violaciones de los derechos a la vida y a la libertad de millares de colombianos. Algo similar a lo ocurrido en España con los delitos perpetrados con el golpe de Estado de Franco durante la guerra civil y en el posterior régimen dictatorial. El enfoque elegido no se ajusta a la versión de la historia oficial y, sin embargo, no es una cuestión rebuscada o artificial ya que existen suficientes datos objetivos que confirman la interrelación entre la dictadura franquista y los gobiernos colombianos de la época. Dicha correlación de dictaduras es la que se pretende analizar en estas páginas.	es-ES
