dc.description	This article seeks to propose a vision on the foundations and the limits of the special rules of subjection of the Military Forces to the State and to the people, taking into account the meaning and scope of the concept of sovereignty enshrined in the preamble and in Article 3 of the Political Constitution. The restraint rules impose restrictions on all members of society, however, there is a group of people whose limitations are higher, such as the case of public servants and especially members of the Military Forces. In order to carry out this research, it is proposed to carry out an analysis that starts from the concept of sovereignty and its exercise in each of the dimensions in which it can be observed, to try to determine at what point they are related and from where are fixed the essential factors for considering how is the institution responsible for defending it. Likewise, an approach will be made from the citizen participation mechanisms enshrined in the 1991 Constitution and as despite being stipulated for all citizens, members of the Military Forces cannot fully exercise them, by virtue of the submission and subjection to the sovereign, vision that will also allow us to establish the limit of the subjection of the military with respect to the leaders and their constituents.	en-US
dc.description	Con el presente artículo se busca proponer una visión sobre los fundamentos y los límites de las reglas especiales de sujeción de las Fuerzas Militares al Estado y al pueblo, teniendo en cuenta el significado y el alcance del concepto de soberanía consagrado en el preámbulo y en el artículo 3 de la Constitución Política. Las reglas de sujeción imponen restricciones a todos los integrantes de la sociedad, sin embargo, existe un conjunto de personas cuyas limitaciones son superiores, como el caso de los servidores públicos y en especial los miembros de las Fuerzas Militares. Para realizar esta investigación, se propone realizar un análisis que parte del concepto de soberanía y su ejercicio en cada una de las dimensiones en las cuales puede ser observada, para tratar de determinar en qué punto se relacionan y desde donde se fijan los factores esenciales para considerar como está sometida la institución encargada de defenderla. De igual manera, se hará un abordaje desde los mecanismos de participación ciudadana consagrados en la Constitución de 1991 y como a pesar de estipularse para todos los ciudadanos, los miembros de las Fuerzas Militares no pueden ejercer los mismos a plenitud, en virtud de la sumisión y sometimiento al soberano, visión que nos permitirá establecer también el límite de la sujeción de los militares respecto de los mandatarios y sus mandantes.	es-ES
