dc.descriptionInsecurity has become one of the main concerns of the population, and therefore, it is a priority for the authorities, not only for the police and militaries but also for the administrative authorities, which are making important efforts in the pursuit of tranquility for the citizens. But crime and violence seem to have evolved and grown showing great capacity to erase frontiers inside the country and outside. In this sense, this article looks tries to understand the regional dynamic of crime inside Colombia, emphasizing that the victims, the impact, the perpetrators, the support networks and the places where these events take place are no longer limited to only one territorial entity. For this reason, insecurity requires the intervention of the State with a rationale that can overcome the jurisdictional and territorial limitations that pertain the national political system, in order to face regional crime on equal basis. This article proposes the design, execution,and evaluation of a public policy called REGION-SECURITY, capable of identifying common problems in different departments, and from there implement joined, intersectoral, articulated and coordinated actions that can provide an effective and lasting answer to the problem of crime (and its causes) present in the national territory.en-US
dc.descriptionLa inseguridad se ha convertido en una de las principales preocupaciones de la población y por ende, en una prioridad para las autoridades, no solo de policía y militares, sino también para las autoridades político administrativas, que comienzan a concentrar importantes esfuerzos en la búsqueda de la tranquilidadciudadana. Pero el delito y la violencia parecen haber evolucionado y crecido mostrando gran capacidad para borrar fronteras territoriales formales tanto hacia el interior del país como hacía afuera. En este sentido, el artículo busca comprender la dinámica regional del delito dentro de Colombia, haciendo énfasis en que las víctimas, los impactos, los victimarios, las redes de apoyo y los sitios de ocurrencia ya no suelen circunscribirse a una sola entidad territorial. Por esta razón, la inseguridad requiere de la intervención del Estado desde una lógica que pueda superar las limitaciones jurisdiccionales y territoriales propias del sistema político nacional, para poder enfrentar en igualdad de condiciones a la delincuencia regional. El artículo propone de manera central, el diseño, ejecución y evaluación de una política pública denominada de SEGURIDAD-REGIÓN, capaz de identificar problemas comunes en varios departamentos, y desde allí, implementar acciones conjuntas, intersectoriales, articuladas y coordinadas que puedan dar una respuesta efectiva y duradera a la problemática delincuencial (y sus causas) presente en el territorio nacional.es-ES
