dc.description	The substitution mechanisms of the deprivation of liberty in prison (intramural), has been a figure that has been booming in recent years, and is that the increase in crime has caused an overcrowding of inmates in the National Order Detention Centers, generating a strong problem of sanitary nature due to the overcrowding in which they find themselves, so that the concession of these benefits has been increased, with the aim of improving the living conditions of the inmates and safeguarding their Fundamental rights. Due to the above, it became necessary to delve into this situation, for which visits were made to the Correctional Facility of Medium Security and Prison of Sincelejo, in order to determine what were the factors that were generating that the substitution mechanisms of the deprivation of the sentence. freedom in a prison establishment (intramural), were ineffective. Obtaining as a result that the main factors are the lack of personnel to exercise the vigilance and control of these people, as well as the massive concession of these benefits, since 84.38% of the prison population is serving the sentence or the measure in its place of address.	en-US
dc.description	Los mecanismos sustitutivos de la pena privativa de la libertad en establecimiento carcelario (intramural), ha sido una figura que ha venido tomando auge en estos últimos años, y es que el aumento en la criminalidad ha ocasionado que se genere una sobrepoblación de reclusos en los Centros de Reclusión del Orden Nacional, generando una fuerte problemática de carácter sanitario debido al hacinamiento en que se encuentran, por lo que se ha ido incrementando la concesión de estos beneficios, con el objetivo de mejorar las condiciones de vida de los internos y salvaguardar sus derechos fundamentales. Por lo anterior, se hizo necesario ahondar en esta situación, para lo cual se realizaron visitas al Establecimiento Penitenciario de Mediana Seguridad y Carcelario de Sincelejo, a fin de determinar cuáles eran los factores que estaban generando que los mecanismos sustitutivos de la pena privativa de la libertad en establecimiento carcelario (intramural), fueran ineficaces. Obteniendo como resultado que los principales factores son la falta de personal para ejercer la vigilancia y control de estas personas, así como la concesión masiva de estos beneficios, pues el 84.38% de la población carcelario se encuentra cumpliendo la pena o la medida en su lugar de domicilio.	es-ES
