dc.description	It is imperative to demonstrate why, in a context such as the Colombian, given the difficulties of social, economic, political and cultural recognition and the strong patterns of historical discrimination against the LGBTI minority population and forced displacement population, the activism and judicial progressivism of the Constitutional Court has been decisively significant in the recognition of their rights and guarantees with effective responses to their needs; this activism against the Legislative and Executive branches that minimize the rights and guarantees, in contrast with the Constitutional Tribunal that maximizes them. In this sense, despite the limitations and some controversial decisions of the court, the work of the Colombian Constitutional Court is defended as an institutional actor, starting from the contemporary debate that raises two answers: the defenders of the democratic constitutionalism and the defenders of popular constitutionalism; in which the first of them will be defended by the changes and social incidence based on their decisions in the recognition and real transformation of the social demands of these social movements.	en-US
dc.description	Resulta imperioso demostrar por qué en un contexto como el colombiano, ante las dificultades del reconocimiento social, económico, político, cultural y los fuertes patrones de discriminación histórica contra la población minoritaria LGBTI y el desplazamiento forzado, el activismo y progresismo judicial de la Corte Constitucional colombiana, ha sido decisivamente significativo en el reconocimiento de sus derechos y garantías con respuestas efectivas a sus necesidades; esto frente a un Legislativo y Ejecutivo que minimiza los derechos y garantías, en contraste con un Tribunal Constitucional que los maximiza. En ese sentido, a pesar de las limitaciones y algunas decisiones controversiales del tribunal, se reivindica y defiende el trabajo de la Corte Constitucional colombiana como un actor institucional, a partir del debate contemporáneo que plantea dos respuestas: los defensores del constitucionalismo democrático y los defensores del constitucionalismo popular; en el cuál se defenderá el primero de ellos por los cambios e incidencia social a partir de sus decisiones en el reconocimiento y transformación real de las demandas sociales de dichos movimientos sociales.	es-ES
