Comprehensive reparation of victims of the armed conflict in the south of Huila department according to the Victims’ Law framework

dc.description	Seven years after the initiation of the Victims Law, it is appropriate to observe its results to establish whether this law, more than a legal ideal, has been an effective mechanism to fully repair the victims of the armed conflict in the southern municipalities of the Huila department. Historically, the southern sub-region of Huila has been heavily affected by the violence of the conflict. Figures provided by the Unified Victims Registry (RUV in Spanish) point there are 64,542 victims in the municipalities of this sub-region, which are equal, approximately, to 21% of its estimated population for 2018 according to the National Administrative Department of Statistics (DANE in Spanish). However, figures offered by the Unit for Victims show that results in the application of comprehensive reparation measures in this area of the country are minuscule. On one hand, only approximately 10% of the total of victims have benefited from measures provided for in the law. On the other hand, although a relatively smaller number of victims of the conflict have benefited from such measures, these are granted in an isolated manner and focused on the monetary aspect. Thus, they are far from providing a true comprehensive reparation for transformation, as is intended by a transitional justice mechanism such as Law 1448 of 2011.	en-US
dc.description	Luego de siete años de vigencia de la Ley de Víctimas, es oportuno observar sus resultados a fin de establecer si esta ley, más que un ideal jurídico, ha sido un mecanismo efectivo para reparar integralmente a las víctimas del conflicto armado en los municipios del sur del departamento del Huila. La subregión sur del Huila históricamente ha sido fuertemente golpeada por la violencia generada como consecuencia del conflicto. Según cifras del Registro Único de Víctimas (RUV), en los municipios de la subregión sur del Huila existen 64 542 víctimas, las cuales equivalen aproximadamente al 21 % de la población estimada por el DANE para 2018. Sin embargo, a juzgar por las cifras que ofrece la Unidad para las Víctimas, los resultados en la aplicación de las medidas de reparación integral en esta zona del país son minúsculos. Por una parte, solo el 10 % —aproximadamente— del total de las víctimas han sido beneficiadas con las medidas previstas en la ley, y por otra parte, aunque un número relativamente menor de víctimas del conflicto ha sido beneficiado con parte de tales medidas, estas, al ser otorgadas de manera aislada y enfocadas al aspecto monetario, se encuentran lejos de proporcionar una verdadera reparación integral transformadora, como lo supone un mecanismo de justicia transicional como la Ley 1448 de 2011.	es-ES
