dc.descriptionThis paper argues as central thesis, energy regulation is a prerequisite for tending towards security of energy supply mechanism, the system’s sustainability and environmental protection. This stemmed from the following problem: What is the role of energy and environmental authorities tackle energy regulation in the context of renewable energy? The argument put forward implies that energy regulation to make renewable energy a major resource in the global energy system both as Colombia must ensure the competitiveness of renewables in the energy market. It is clear that should be incorporated into the energy mix, clean energy to compete with fossil fuels, from the state regulatory authority as a public prerogative. The Colombian energy legal system not included in the energy mix to renewable energy as a central component, as the national regulations will only be limited to promote renewable energies without implementing structural reforms to the system in order to make renewables the central element the Colombian economyen-US
dc.descriptionEn este trabajo se sostiene como tesis central que la regulación energética es un mecanismo indispensable para propender por la seguridad del suministro energético, la sostenibilidad del sistema y la protección ambiental. Lo anterior a partir del siguiente problema: ¿Cuál es el papel de las autoridades energéticas y ambientales frente a la regulación energética en el contexto de las energías renovables? La tesis expuesta implica que la regulación energética para hacer de las energías renovables un recurso principal en el sistema energético tanto global como colombiano debe procurar la competitividad de dichas energías en el mercado energético. Es claro que se debe incorporar dentro de la canasta energética, energías limpias que compitan frente a los combustibles fósiles, a partir de la facultad regulativa estatal como prerrogativa pública. El sistema jurídico energético colombiano no incluye en la canasta energética a las energías renovables como componente central, por cuanto la normatividad nacional solo se limita a fomentar las energías renovables sin implementar reformas estructurales al sistema en aras de hacer de las energías renovables el elemento central de la economía colombianes-ES
