dc.descriptionDurante la pasantía se realizó la evaluación y pruebas al nuevo aplicativo Sistema de Información de Subsidios de Energía y Gas- SISEG adquirido por el Ministerio de Minas y Energía el cual tiene como finalidad optimizar el proceso de asignación, distribución, verificación y seguimiento de los recursos recaudados y destinados para subsidiar el consumo de energía eléctrica de los usuarios de menores recursos económicos por medio de los fondos FOES (Fondo de Energía Social) y FSSRI (Fondo de Solidaridad para Subsidios y Redistribución de Ingresos). Se caracterizaron la normatividad y los procedimientos que maneja cada fondo actualmente para con ello al realizar el reconocimiento del aplicativo, tener una referencia en cada subproceso de este. Con la ejecución de las pruebas se crearon incidencias dentro de un formato establecido por el contratista encargado del desarrollo del aplicativo en las cuales se comunicaban uno a uno los errores y recomendaciones a dicho contratista, quien respetando el periodo de garantía por el que pasa el SISEG debe garantizar la solución pertinente; con cada incidencia se notificaba la respectiva solución o sugerencia de solución planteada por nosotros en conjunción con los profesionales especializados del grupo de Subsidios de la Dirección de Energía Eléctrica del Ministerio. Observando las grandes ventajas que puede ofrecer el SISEG, logrando desligar muchas actividades del personal humano, se planteó una propuesta a la Dirección de Energía Eléctrica con el objetivo de optimizar con ayuda del SISEG uno de los subprocesos más importantes del procedimiento el cual hace referencia a los reportes realizados por los Operadores de Red al Ministerio y así lograr una implementación definitiva del aplicativo agilizando notoriamente el proceso de asignación, distribución, verificación y seguimiento de los recursos recaudados y destinados para subsidiar el consumo de energía eléctrica de los usuarios de menores recursos económicos.

With the execution of the tests incidents were created within a format established by the contractor in charge of the development of the application in which the errors and recommendations to said contractor were communicated one by one, who respecting the guarantee period through which the SISEG passes. must guarantee the relevant solution; with each incident, the respective solution or solution suggestion proposed by us was notified in conjunction with the specialized professionals of the Subsidies group of the Electric Power Directorate of the Ministry. Observing the great advantages that the SISEG can offer, managing to separate many activities of the human personnel, a proposal was proposed to the Electric Power Direction with the objective of optimizing with the help of the SISEG one of the most important subprocesses of the procedure which refers to the reports made by the Network Operators to the Ministry and thus achieve a definitive implementation of the application, notably streamlining the process of allocation, distribution, verification and monitoring of the resources collected and destined to subsidize the electric power consumption of the users of the lowest economic resources .
