dc.descriptionSe brindó el apoyo a la Contraloría de Bogotá, específicamente a la Dirección de Fiscalización Hacienda, en la determinación de predios con declaraciones inexactas (menor valor) del Impuesto Predial Unificado - IPU en la vigencia 2012, dentro de la Auditoria de Regularidad No. 64 que se le realizó a la Secretaria Distrital de Hacienda - SDH, en cumplimiento con lo dispuesto en Plan de Auditoria Distrital 2018. Adicional a esto, se evaluó la contratación entre la SDH y la Unidad Administrativa Especial de Catastro Distrital – UAECD, para el soporte tecnológico de captura de datos en terreno del Registro Empresarial de Contribuyentes ICA, que finalmente lo presta la firma ESRI Colombia S.A.S. De la misma manera, se evaluó la contratación entre la SDH y la Empresa de Telecomunicaciones de Bogotá – ETB por medio de contrato interadministrativo, para los servicios de multicanalidad y/o omnicanalidad, que finalmente ejecutaba un subcontratista privado (Américas BPS) por menor valor, evidenciándose la falta de planeación y de selección objetiva, en la elaboración de los estudios previos. Finalmente, y dentro de la evaluación del Plan de Mejoramiento de la SDH se analizó el procedimiento que realiza la Dirección de Impuestos de Bogotá, para la liquidación, cobro y recaudo del IPU de los inmuebles que comprenden el Aeropuerto El Dorado, toda vez que éste se considera como un bien público, sin embargo, algunos de estos predios son explotados por medio de los concesionarios OPAIN S.A. y CODAD S.A., sobre quienes finalmente recae la obligación tributaria.

Finally, and within the evaluation of the Improvement Plan of the SDH, the procedure performed by the Bogota Tax Authority for the settlement, collection and collection of the IPU of the properties that comprise the El Dorado Airport was analyzed, since it is considered as a public good, however, some of these properties are exploited through OPAIN SA dealers and CODAD S.A., on whom finally the tax obligation rests.
